If there is no net neutrality then it will be very much like of Cable TV.
On behalf of a website starter: To start a channel, you have to forge alliances with cable connection providers to make sure that your channel reaches viewers. Like wise, on internet you will have to talk to ISPs to put your website online.
At present you don’t need to talk to ISP. Just buy the domain name and hosting space, Put your website on Internet. You don’t have have the need to spent money on any other thing except domain and hosting.
2. On behalf of a Website User: To watch Cable TV you pay different amount to see any channel on TV. Likewise you will have to pay different amount to visit any website. It may be free like free channel on TV. It may charge a little amount or the amount may be big. It depends.
At Present, you pay equal amount to access any website. The speed is same to access any website.
3. On behalf of a Website Owner: If you can pay for your website, then it will be used more as compare to those websites which can’t pay for there website. The website who pay more will be loaded fast and who pay less will take time to load.
It may be good for well established websites, which can pay for their website but not good for starter and web user. Please Share your views via comment box.
4. On behalf of a Student or any one who is trying to find information on any particular topic- If there is no net neutality, then it may be difficult to find any details of information. Sometimes, it happens that any of your friend says that a particular TV Channel is too good, but you have never ever watch that channel. Because your service provide has not given the access to that channel. You don’t know any thing or any programme which is shown on that channel. It may be good and helpful and interesting for you. But you don’t know anything about that channel. Same is here in the field of Internet.

Net Neutrality in India
If there is no net neutrality, ISPs will have the power (and inclination) to shape internet traffic so that they can derive extra benefit from it. For example, several ISPs believe that they should be allowed to charge companies for services like YouTube and Netflix because these services consume more bandwidth compared to a normal website. Basically, these ISPs want a share in the money that YouTube or Netflix make.
Without net neutrality, the internet as we know it will not exist. Instead of free access, there could be “package plans” for consumers. For example, if you pay Rs 500, you will only be able to access websites based in India. To access international websites, you may have to pay a more. Or maybe there can be different connection speed for different type of content, depending on how much you are paying for the service and what “add-on package” you have bought.
Lack of net neutrality, will also spell doom for innovation on the web. It is possible that ISPs will charge web companies to enable faster access to their websites. Those who don’t pay may see that their websites will open slowly. This means bigger companies like Google will be able to pay more to make access to Youtube or Google+ faster for web users but a startup that wants to create a different and better video hosting site may not be able to do that.
Instead of an open and free internet, without net neutrality we are likely to get a web that has silos in it and to enter each silo, you will have to pay some “tax” to ISPs.
ISPs are already charging people for providing access to internet. But now ISP mafia feels that companies like Google, YouTube and others – who have dug the well of net content and are providing people with free content – should share the revenue of that well with them. If Google does not share the revenue then net user will be made to pay for it.
The situation is similar to an electricity provider who is already charging for the electric current entering your house but also wants money from the fridge-maker, fan-maker, TV maker, etc. And if they don’t give the money, the electricity provider will start charging the consumer additionally for using fridge, fan and TV. If the consumer doesn’t pay, he will not get current for fridge, fan or TV. This is the basic argument. Such selective supply is difficult for electric current but very easy for internet.
Net neutrality seeks to treat internet as electricity. Internet Service Providers can charge for the access to service but not for how the consumer uses that service.
